Intervention Counseling

Intervention counseling is the process of assisting individuals, families, and/or groups to identify, understand and resolve issues and problems related to substance use and/or abuse.

Target Population

The target groups for these services are youth who are showing early warning signs of substance use or abuse and/or exhibiting other high-risk problem behaviors.

Goal

The goal of intervention counseling is to prevent or interrupt the progression and escalation of use, abuse, and related problems.

Process

Trained staff provide:

  • A face to face assessment to determine the needs of the participant and identify the participant’s risk and protective factors in five domains: individuals, family, school, peer relationships, and community.
  • A service plan developed by the staff person and the participant (and family members if appropriate) to address identified needs. The service plan includes: behavioral goals, timelines for completion, and recommended services/interventions.
  • Intervention counseling conducted through confidential face-to-face sessions with participants and/or family members.
  • Information, referrals, and follow-up for participant and/or family needs that cannot be met by the program.

All counseling sessions can be held in a school, or community setting. All services are free of charge.

Screening, Assessment, Referral and Placement ( OSAR )

Youth or adults who may be chemically dependent are referred to our Case Managers (with over 33 yrs of combined experience) for an evaluation to determine the level of problems associated with drug or alcohol usage. Based on the severity, the Case manager can help the user and his/her family access treatment centers, support groups or other community services.

SAP/DOT ( Substance Abuse Professionals / Department Of Transportation )

Our NAADAC Certified Substance Abuse Professionals provide evaluations. For an appointment we will need a current copy of your driving record. A $100 fee includes the follow-up appointment.

ORAP ( On the Road Again Program )

This is a 3 hour alcohol awareness class to meet requirements to obtain an occupational drivers license. $50 fee.

EVALUATION ( SCREENING / ASSESSMENT ) DESCRIPTION:

  1. An appointment for a face-to-face screening interview will be offered and scheduled with a Qualified Credentialed Counselor (QCC) staff member for resident of the local six county region (7c) needing and/or seeking substance abuse treatment services. Walk-ins will be worked-in for same day service if possible. (1-2 hrs)
  2. Appointments will be coordinated with designated community resources for participants needing specialized screening assistance (e.g. Spanish translator, signing for hearing impaired, etc.)
  3. Brief intervention and education is provided during the evaluation interview to help individuals move through the stages of change to a state of readiness to address substance use problems.
  4. Treatment referral recommendations are based on:
    • Texas Department of Insurance guidelines
    • Treatment readiness (Stages of Change status) of the participant
    • Resource availability
    • Participant preference
  5. Participants are informed about privacy/confidentiality and requested to sign necessary release forms.
  6. Persons with HIV risk factors are referred to private physicians and/or TCF HIV Outreach Coordinator for evaluation/counseling services.
  7. Placement – with participant consent, the QCC shall facilitate timely placement into an appropriate level of service. Ideally, during the evaluation interview, the participant will make contact with an appropriate level of service. Ideally, during the evaluation interview, the participant will make contact with an appropriate provider to start the admission process. The QCC shall forward a copy of the information obtained during the evaluation process, including priority-population status (See Outreach section above) to the treatment provider. For TCADA funded treatment providers, the BHIPS system is use to forward screening information.
  8. Documentation – Screening services are documented on the OSAR Participant Tracking Form and a screening participant folder which includes:
    • SASSI III or SASSI A2 (Adolescent) Questionnaire & Scoring Sheet (Optional if Administered)
    • Hard Copy Printout of BHIPs File
      • Client Profile
      • Screening
      • Clinicians Notes (Motivational Interviewing Documentation)
      • Consent (Signed by Participant)
      • Referral, and
      • Follow-up
      • Signature with Credentials of QCC and Date
  9. Report copy (optional if requested, fee required)

HOTCADA Fees for services:

All fees must be paid prior to delivery of service - in cash, money order or a cleared personal check.

  • ORAP (3-hr alcohol education class) : $50
  • On-site Consultant Services (includes court testimony, depositions, etc.) :
    $50/hour (one hour min); $150/half-day; $300/ full 8 hr day, plus $1/mile round-trip to service site.
  • Evaluation Fees (for specialized third party processes and reports)
  • Standard evaluation letter (diagnostic impression & recommendations) :
    $30 (or 4-hours of approved/documented community service)
  • DOT SAP evaluation (includes follow-up visit/report) : $100
  • Driver’s license / other specialized evaluations : $100 - $200

Safe Ride Home Program

For over 27 consecutive years now the Council on Alcoholism & Drug abuse has headed up the Waco Safe Ride Home Program along with major contributor Hack Branch of Hack Branch Distributing Inc. Every Dec 31st New Years Eve, Waco-area bars and restaurants that serve alcoholic beverages are participating in the program by displaying awareness posters, promoting responsible drinking, encouraging designated drivers and calling for a safe ride for patrons who are unable to drive safely.

The rides will be provided by Waco Transit between 10 p.m. and 4 a.m. New Year’s Eve for the Waco area only. Each caller must ask for a safe ride home to receive this outstanding free service.

This New Year’s Eve, let’s be responsible. If you, your friends or your customers are too drunk to drive, arrange for a “SAFE RIDE HOME” and CALL ...

WE WANT YOUR PARTICIPATION!

We would like to invite your establishment to participate our Annual Safe Ride Home Program. This is a program that is offered to you at no cost by the Council on Alcohol and Drug Abuse, although donations are welcomed. The program takes place on New Year’s Eve. Businesses involved in this program receive free cab rides home for all needy customers in order to keep our streets safe. In return to being a participant in this program, you will be rewarded with knowing you are making Waco streets a safer place to be this New Year’s Eve.

If you choose to participate in our program, we request the following of you:

  • Display the poster(s) furnished with this letter to notify patrons of your participation in the program.
  • Encourage patrons to celebrate responsibility.
  • Encourage designated drivers (possibly by offering free non-alcoholic beverages to those who will be driving).
  • Contact the Yellow Cab Company to take individuals home who may be unsafe to drive (within Waco area only).
  • Call the Council at 753-7332 to let us know of your participation and to have more posters delivered to and put up in your place of business upon request.

Youth Prevention Programs

Intervention Counseling
Intervention counseling is the process of assisting individuals, families, and / or groups to identify, understand and resolve issues and problems related to substance use and / or abuse.

Protecting You/Protecting Me ( PYPM )
This curriculum is a CSAP model prevention program approved for universal elementary school population’s grades 1-5. The PYPM core curriculum is grade specific and includes 8 lessons ( 10 for 5th grade ) taught once or twice a week. Lessons may be taught by trained school staff ( subcontractors for HOTCADA ), or high school students enrolled in a peer mentor/leadership course.

Lessons last 30 to 50 minutes and include role-play, small group and classroom discussion, reading, writing, story telling, surveys, art, and music. PYPM includes 40 required reinforcement activities ( 8 in each grade ) that promote students' ownership. The curriculum integrates several standard educational objectives, including those related to health behaviors and information, personal and interpersonal skills, and identifying influencing factors.

Project ALERT (PA)

The PA curriculum is a CSAP model prevention program approved for selective and universal middle school populations. The Project ALERT Core Curriculum consists of 11 weekly lessons during 45 minute classes. Three booster lessons are taught the following year. PA uses participatory activities and videos to help students establish non-ATOD norms, develop reasons not to use, and resist pro-drug pressures. Guided classroom discussions and small-group activities stimulate peer interaction and challenge students, while intensive role-playing encourages students to practice and master resistance skills. Parent-involved homework assignments extend the learning. An optional component uses high school students as Teen Leaders to supplement five components of the Project ALERT curriculum : reinforcement and validation, resistance, self-efficacy, modeling, respect and enthusiasm.

Project Towards No Drug Abuse (TND)

This is a highly interactive program designed to help high school youth (14 to 17 years old) resist substance use. TND is designated a Model Program by the Substance Abuse and Mental Health Services Administration Center and is approved by the Center for Substance Abuse Prevention (CSAP) for Selective and Indicated target populations. A school-based program, Project TND's twelve 40 to 50 minute lessons are designed for presentation during a 4-6 week period. The curriculum includes motivational activities, social skills training, and decision-making components that are delivered through group discussions, games, role-playing exercise, videos, and student worksheets.

Strengthening Families Program (SFP)

The SFP curriculum is a CSAP model prevention program approved for selective and indicated elementary age populations. SFP was specifically developed and tested in 1983 to target 6 to 12 year-old children of parents in substance abuse treatment. Initially, SFP will be provided at The Freeman Center for outpatient and residential clients with elementary age children. The SFP curriculum is a 14-session behavioral skills training program of 2 hours each. An optimal family load is 4 to 14 families per group.

Parents & children meet separately for an hour to learn to increase desired behaviors in children by increasing attention and rewards for positive behaviors. They also learn about clear communication, effective discipline, substance use, problem solving, and limit setting. During the second hour of the session, families engage in structured family activities, practice therapeutic child play, conduct family meetings, learn communication skills, practice effective discipline, reinforce positive behaviors in each other, and plan family activities together. Booster sessions are held for SFP graduates semi-annually.
